WynBay LLEN (Wyndham and Hobsons Bay Local Learning and Employment Network) is an independent incorporated organisation focused on establishing strategic partnerships between businesses, local government, educational and training providers, and community organisations.

Established in 2001 in response to the Kirby Report on education outcomes in Victoria, WynBay LLEN is one of 31 Local Learning and Employment Networks (LLENs) across Victoria, funded by the Victorian Government.

Our mission is to broker and strengthen strategic partnerships with schools, education and training providers, employers, industry and community stakeholders to create meaningful opportunities and achieve better outcomes for young people aged 10–19.

WynBay LLEN is currently delivering the 2026 School to Work program in Wyndham and Hobsons Bay regions in partnership with the Department of Education.

School to Work – Melbourne City and Western Melbourne 2027–2029

From 2027 to 2029, WynBay LLEN will deliver the Victorian Government's School to Work program across Melbourne City and Western Melbourne. The expanded program will support young people across five municipalities: Wyndham, Hobsons Bay, Maribyrnong, Moonee Valley and Melbourne. It will strengthen connections between schools, employers, industry and community organisations, helping students explore career opportunities and develop pathways from education into employment and further training.

Supporting young people to connect with the world of work

Through a tiered approach, the School to Work program will provide opportunities and support tailored to students' individual needs and circumstances.

  • Industry exposure: Workplace visits, industry tours, career expos and employer presentations for students in Years 7–9, helping them explore different industries and understand the world of work.

  • Medium-level support: Connecting students with available work experience and structured workplace learning opportunities to build practical skills and gain valuable workplace experience.

  • High-level support: Sourcing and matching suitable workplace placements for students experiencing the greatest barriers to accessing work-based learning opportunities.

WynBay LLEN will also work with employers to identify opportunities for school-based apprenticeships and traineeships (SBATs) through the Head Start program, supporting young people to combine their secondary education with meaningful employment and vocational training.

What this means for WynBay LLEN

The 2027–2029 School to Work appointment represents an important new chapter for WynBay LLEN, providing opportunities to:

  • Expand our reach: Extend School to Work service delivery beyond Wyndham and Hobsons Bay to include Maribyrnong, Moonee Valley and Melbourne.

  • Strengthen partnerships: Build new and existing relationships with secondary schools, employers, industry and community organisations across Melbourne City and Western Melbourne.

  • Increase student opportunities: Connect more young people with meaningful work-based learning, workplace experiences and industry engagement.

  • Support career pathways: Help students develop their understanding of employment opportunities and pathways into further education, training and work.
